Explaining a new right,
in plain Egyptian.

Egypt's Universal Health Insurance (التأمين الصحي الشامل) is a mandatory, solidarity-based system meant to cover everyone — big, new, and easy to misunderstand. We made a set of animated films that put it in the language people actually speak: how to book, what you're entitled to, and — through one everyman's story — why it matters.

التأمين الصحي الشامل — a system built around the family

01 The system

Established under Law No. 2 of 2018, Universal Health Insurance treats the family as the insured unit and has the state fund contributions for those who can't pay. It's rolling out in phases, beginning with Port Said and the first six governorates. A reform that big needs a small, clear voice — that was our brief.

A right is only real when people know how to use it.

02 Booking, made obvious

The first film walks a citizen through the electronic booking system — your health unit, your personal number, and the one rule that saves a wasted trip: book before you go. Flat, warm, unhurried. Film · 0:40.

03 What to know

Two short companion films answer the questions people ask first: a free comprehensive check-up when you register, where and when to sign up (every day except Friday), and which governorates are covered in the first phase — Port Said, Ismailia, Suez, Aswan, Luxor and South Sinai. Films · 0:29 & 0:25.

04 The human story

The longest film drops the icons and tells a story — an ordinary, worried Egyptian, the kind of person the system is for. It ends where it should: on reassurance, a family, and the UHI mark. 2D character animation. Film · 1:20. Shown here as stills.

05 The bigger picture

Our films are one small voice inside a national reform — and six years into Phase 1, the system they explain has turned into real numbers on the ground. Context below is about the Universal Health Insurance system itself, not the reach of our creative.

In September 2026, the General Authority for Health Care launched a national campaign — «حكاية التأمين الشامل» · "The Story of Universal Insurance: 6 Years of Success & Continuing" — to document what Phase 1 achieved, exactly the kind of plain-spoken storytelling our films were made for. Meanwhile Phase 2 is expanding the system to five new governorates, targeting 12 million+ more citizens.
